Costing
This virtual PC would have a fixed price for each configuration model, it could go with per user per month or an annual price as well. Most probably you would be able to purchase it directly from the "Purchase Services" Section in Admin Center for your users if you are the admin in your M365 Tenant.
Cloud PC Configuration
It's going to be straight forward setup as compared to Windows Virtual Desktop now rebranded as Azure Virtual Desktop, more details are yet to come but what we know till now it would not have control or auto-scaling like AVD, all you got to do now is to assign the licenses.
Management
The New virtual PC solution is easy to set up, there would be less to control and much of the heavy lifting would be done from the backend by Microsoft. There will not be much to customize the machine according to your requirement but a set of virtual PCs available to you which you can then assign to your users. You would be able to see statistics and some standard policies in the Endpoint Admin Center.

Scalability
